Here is a possible solution.
"The key, I believe, is the will of William KEENE, written 25 Oct. 1725, and probated in Northumberland County, 16 Feb. 1725/26. [James F. Lewis and J. Motley Booker, Northumberland County Virginia Wills and Administrations 1713-1749 (authors, 1967), 36, citing Northumberland County Record Book 1718-1726, p. 386a]
"He lists his daughter Elizabeth KEENE first, bequeathing ten Negroes and various household goods and livestock. "My daughter to remain in the hands of William BALL Junr., and twelve months after probate of my will, her estate to be delivered to said BALL." To his son Newton KEENE he gave 250 acres of land, eight Negroes, and various goods. "During my sons minority, his estate to remain in the hands of my wife Elizabeth KEENE and Capt. Thomas NEWTON, and if they die before my son comes of age, I leave my son and his estate in the hands of my brother Thomas MARTIN and one who the said NEWTON shall appoint."
"We know from Thomas NEWTON's will (Westmoreland County) that Newton KEENE is his grandson, and by the time it was written (26 Aug. 1727) his daughter Elizabeth had married [John] WAULHOPE. [From abstract by Augusta B. Fothergill. Ruth and Sam Sparacio's abstract is only able to read her last name as W---HOPE. Elsewhere the name is commonly found as WAUGHOP.] So Newton KEENE had become the ward of his mother and maternal grandfather.
"It is likely that Elizabeth KEENE was made a ward of a close relative of her mother. In fact she was already in the hands of William BALL Jr. at the time William KEENE made his will. William BALL Jr. (ca. 1695/1700-1742) was the son of Col. William BALL of Lancaster County (died testate 1744/45). William BALL Jr. (who was married in 1723) is too young to be the father of Elizabeth BALL (married William KEENE in 1721), but he could be her brother. No such sister is shown in the Ball genealogy compiled by Horace Hayden [Virginia Genealogies (Wilkes-Barre, Pa.: 1891), 61-62]. Neither daughter Elizabeth (BALL) KEENE, nor granddaughter Elizabeth KEENE is mentioned in the will of Col. William BALL (written 14 Aug. 1744). But we can explain why:
"The daughter, Elizabeth (BALL) KEENE had died sometime between her marriage in 1721 and the date her husband William KEENE made his will in 1725. We can estimate that is was probably about 1722/23, giving her time to bear one child (Elizabeth). In the remaining time, William KEENE remarried and had another child (Newton).
"Although the daughter was gone, Col. William BALL would likely have remembered his granddaughter if she were still alive in 1744. She wasn't. On 13 Oct. 1736, Lancaster court called for someone to come forward to administer the estate of Elizabeth KEENE deceased. She would have been only about 14, but her putative guardian William BALL Jr. for some reason has declined to do it. On 12 Nov. 1736, John WAUGHOP, no doubt her stepfather, took on the task. Her personal estate was sold by outcry on 11 Feb. 1736/37. With Elizabeth KEENE gone, there is no reason for her or her mother to be mentioned in the will of Col. William BALL.
"Therefore, I find the likeliest solution to be that Elizabeth (BALL) KEENE is a previously unrecognized daughter of Col. William BALL and his wife Hannah BEALE.

Four adoining tracts of land in Poplar Hill Hundred, had been surveyed for and patented to his father, viz: Latchford, 200 acres, surveyed 14 July, 1647; Hunting Creek, 200 acres, surveyed 14 July, 1647; Grannell, 200 acres, surveyed 28 May, 1651; and Wilderpoole, 300 acres, surveyed 14 June, 1653 (St. Mary's Rent Roll, pp. 21-22), and the Rent Roll compiled in 1707, states of each of these tracts that the possessor was ''James Johnson, he lives in Virginia.'' Poplar Hill Hundred was on the Potomac, and there was constant intercourse between Maryland and Virginia across the river, so that James Johnson, son of James Johnson and Barbara Hatton, is naturally to be looked for in one of the Potomac counties of Virginia. When we find a James Johnson living in Westmoreland County and marrying, about 1678, Elizabeth, widow of John Gerard (Quarterly, IV., 36-37),* whose father was a former Marylander, and whose family still had possessions in Maryland, there can be little doubt of his identity. The children of James Johnson and Etlzabeth, his wife, are named in the will of their half brother, John Gerard of Cople Parish, Westmoreland, proved 25 April, 1711. They were: 9. James Johnson. 10. Barbara Johnson, mar. William Newton. II. Elizabeth Johnson, mar. Willam Davis. 12. Frances Johnson. 13. Ann Johnson, mar. Samuel Heath, who died about 1740. They had issue: (17.)
